@Atom: You can set the number of processors to use only with the Fluid Simulation, right under the bake button. If you can see this option than the OpenMP is working for you.
About the error in Mac OS X you can solve this by opening the System Preferences/Security and Privacy and click on the "lock icon" on the left bottom side of the window so you can access the "Allow apps downloaded from:" options and you need to choose "Anywhere", so you allow any application to open and not only the application from the App Store.

Also I can't launch this on OSX 10.9.1. I get the message "Blender" can't be opened because it is from an unidentified developer.

I pulled this down to use the OpenMP but I can't find the additional tool for setting my CPU count.
