Latest master build including an experimental modifier that I am working on: MOD_normaledit
The modifier takes inspiration from this addon (Vertex Normal Transfer), so watch the video for the addon if you want to have an idea about how to use it.
 
Get Started:

Export:
To export your normals in FBX, untick the "Recalc Split Normals" option.

Important Notes:

  • Generally you will want the Normal Edit modifier on the bottom of your stack. Many other modifiers will force recalculation of normals, which will override this modifiers effect.
  • You need smooth shading enabled.
  • You need a source object with at least one vertex.
  • 'Point To' can work more efficiently where you need a sphere (just use a single vertex where you want the sphere center)
  • You can set influence to a negative number for a reversed effect.
  • You can use vertex groups weight to affect influence.
Improvements Since the Addon:
  • It's a modifier -- changes remain even in edit mode !
  • It's faster -- the modifier is using a fast search method so you can work with more vertices in real time.
  • Spherical interpolation -- the influence interpolates from the 'previous' value to the 'target' value in a more organic/expected manner.
  • 'Point To' -- perfectly smooth spherical/metablobish normals.
  • Vertex groups -- the influence is affected by the weights.
Known Issues:
  • Normal arrows don't point in the rendered normal direction
  • Converting particle system with normal edit on the particle crashes blender. Work around: disable the modifier while converting.
